Linked from /pay/. The portal app behind the reverse proxy owns the real flow; this route exists so the link does not 404 before that is wired.

What the design needs to cover

  • Confirm whether the portal app serves this path itself, in which case cones-web should redirect rather than render
  • No account enumeration: the same response whether or not the address is known
